The program was established in 1997 and aims to train specialists in the creative development of national educational policies at the regional, local and school level, involving in this process the design of management mechanisms and their implementation in different fields. Since 2001, the program is sponsored by UNESCO, in recognition of the objectives it shares with the mission of this international organization.

To design processes, organizational structures, systems of information, management and curricular evaluation, and human resources for the implementation of programs. "
Applicants must have a Bachelorâs degree or equivalent professional degree granted by a university or professional institute. They must also demonstrate at least two years of work experience.
